County Public Service Board

The Kisii County Public Service Board is a pivotal institution in the governance and management of human resources within Kisii County. Established under the Constitution of Kenya, the Board is responsible for ensuring that the county’s public service is efficient, transparent, and aligned with the principles of good governance.

Make Kisii County Public Service Board a world class constitutional body in the provision of nationally competitive human resources that meet the needs of the Kisii County. In exercising our functions as provided for in the constitution it shall not be directed or controlled by any other persons or authority.

Our immediate priorities will include audit of the current staffing position, harmonizing the pay structure of different cadres of staff in the County, that is, civil service, local government and the water service board. The board will also urgently fill vacant positions in the County Public Service.

In the medium term, we will undertake capacity building exercises for all public servants in the County. In the long term, we will develop an effective succession planning for the County.

CPSB – Board Member
  1. A Chairperson appointed in accordance with section 58A;
  2. At least three but not more than five members appointed in accordance with section 58A;
  3. A certified public secretary of good professional standing nominated and appointed by the Governor, with the approval of the county assembly, who shall be the secretary to the board.
The Board derives its mandate from Section 59 (1) of the County Governments’ Act, 2012 which states that the Board shall:
  1. Establish and abolish offices in the County Public Service.
  2. Appoint persons to hold or act in offices of the County Public Service including in the Boards of cities and urban areas within the county and to confirm appointments.
  3. Exercise disciplinary control over, and remove, persons, holding or acting in those offices as provided for under this Part.
  4. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
  5. Promote the National and Public Service Values and Principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 in the County.
  6. Evaluate and report to the County Assembly on the extent to which the Values and Principles referred to in Articles 10 and 232 are compiled within the County public service.
  7. Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the County.
  8. Advise the County Government on human resource management and development.
  9. Advise County Government on implementation and monitoring of the national performance management system in the County.
  10. Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions, and gratuities for County public service employees.
