Biography Information

His Excellency Paul Simba Arati

Simba Arati, born on May 10, 1979, in Kisii County, Kenya, is a dedicated public servant and the current Governor of Kisii County. Arati’s public service career began in 2013 when he was elected as the Member of Parliament for Dagoreti South, where he focused on advancing youth empowerment, improving education, and expanding healthcare services. Throughout his tenure as an MP, he worked to address the needs of his constituents, advocating for better social services and infrastructural development.

In 2022, Arati was elected Governor of Kisii County, where he has continued his efforts to improve the livelihoods of the people of Kisii. His leadership has been marked by a strong focus on sustainable development, including the enhancement of agricultural projects to improve food security and support small-scale farmers. Arati has also worked to expand access to healthcare and education, ensuring that essential services are available to even the most remote communities in Kisii. His administration is committed to creating jobs for the youth, improving local infrastructure, and promoting economic growth in the region. Known for his community-centered approach, Arati remains focused on inclusive development and making Kisii a better place for all its residents.

County Governance

As the County’s overall CEO, the Governor has a range of responsibilities to ensure effective governance and development in the county. The Governor is responsible for executing the functions and authority granted by the Constitution and legislation, representing the county in national and international events, appointing and constituting the County Executive Committee Members, submitting plans and policies for approval, considering and approving bills, providing leadership to the county’s governance and development, promoting democracy, good governance, unity, and peace within the county, ensuring accountability for county resources, facilitating citizen participation in policy-making and service delivery, and submitting annual reports on citizen participation and performance to the County Assembly. Additionally, the County Governor chairs meetings of the County Executive Committee, Intergovernmental forum, and other committees or fora established at the County level. The County Governor also exercises disciplinary control over County Executive Committee members and appoints accounting officers for county departments, entities, or decentralized units.

Office of the Governor

The Office of the Governor consists of the Governor, Deputy Governor, County Secretary, County Attorney, County Public Service Board and Advisors.

It is responsible for setting the County’s Development Agenda (Policy and Strategic direction) and ensuring that the agenda is clearly understood and owned by stakeholders (especially the citizenry) and implemented in an efficient, effective and responsive manner, by various County Departments.

PILLAR I: DEVOLUTION AND GOVERNANCE

Deepen and further decentralize the structures of governance and empower our community to hold public officers accountable; offer efficient and proximate services; Entrench the practice of public participation in formulation, prioritization, review and implementation of development programs. My commitment and that of my administration will be to have devolution deliver to the people of Kisii County.

PILLAR II: WEALTH CREATION

Pursue economic empowerment programs geared towards poverty eradication and improved livelihood. This will include – offering the best financial services as the hub of our region, operationalizing the 24-hour economy in the municipalities and townships and expanding the retail and hospitality services.

PILLAR III: SUSTAINABLE ENVIRONMENTAL CONSERVATION

Recognizing that the economy of Kisii County depends on the state natural and environmental resources, my administration will utilize and protect our environment and associated natural resources sustainably by: introducing innovative and participatory management of water towers notably hilltops throughout our county; encourage the planting of indigenous trees that are friendly to other land use practices, reclaim and protect the riparian land, wetlands and conserve our Nyangweta forest. Maintain clean urban areas by establishing modern eco-friendly municipal waste and sewerage management system that will be a model example to bench mark; establish a permanent solution to the rain water and drainage system.

PILLAR IV: SOCIAL DEVELOPMENT

We shall endeavor to improve robustly our education
programs in Early Childhood Development Education (ECDE), Vocational training, Village Polytechnics and Home craft through infrastructure development, equipping the centers with modern state-of-the-art facilities; hiring highly qualied and motivated tutors on improved terms of service.

PILLAR V: - ENABLERS AND ICT

Will involve the automation and digitalization of operations of the government and the expansion of infrastructures to all the 9 Sub Counties of our County.

Provide quality Guaranteed Universal Health Care to all the people of Kisii County.

Education & Skills Development

Work closely with the Ministry of Education to enhance streamlining and integration of ECDE data to inform reforms especially in the implementation of the curriculum and monitoring performance of Kisii County ECDE programmes.

Agriculture

Pursue sustainable agriculture development in livestock, poultry, fisheries and crop farming, supporting small-scale farmers and access to modern farming technologies and other inputs

Manufacturing and Industry

New emerging knowledge/knowledge-based economy

Trade, Business and Entrepreneurship

Through a vibrant Private sector, Informal sector – unlock the full potential; job creation; value addition; Wealth creation through economic empowerment programs, agribusiness, industrialization, affordable energy and ICT

Water and Sanitation

Ecological justice regeneration – inter-generational equity by ensuring supply of clean, safe and reliable water to ALL homes and towns

Governance, Security and Partnership with all Sectors

Prudent management of public finances and Reforming the County Public Sector to offer efficient services;

The Simba Arati Administration will establish the office of the County Ombudsman to receive complaints about Service Delivery from Kisii County Citizens. 

Climate, Natural Resources and Environmental Conservation

Utilize and protect our environment and associated natural resources sustainably through innovative and participatory strategies.

Infrastructure Development, Roads, Energy and Housing

Infrastructure development to open up the rural economy.
Increase the total amount of road network in the county.

Urban Planning and Development

Promote feasible Land use programs by undertaking practical physical planning and urban development plans
