Overview of the Department

This is one of the 10 departments in the Kisii County Government charged with responsibility of ensuring effective delivery of both headquarter and field administrative services. It also has a mandate of ensuring effective corporate governance of Kisii County Government and stakeholder management.

The department derives its mandate from the County Government Act, 2012, primarily to:
  • Institutionalise governance structure
  • Oversee public service management; facilitate and coordinate citizen participation and involvement
  • Coordinate County Government functions at the devolved units enforcement of county laws, disaster management and emergency response coordination


The department has facilitated the institutionalisation of governance structure in the county, whose focus is on devolved units with nine subcounties and 45 electoral wards. To strengthen the decentralised units, the county has recruited and deployed sub-county and ward administrators who are responsible for coordination, management and supervision of the general administrative functions in the devolved units, as well as facilitating citizen participation in governance.

Public Administration

Disaster management

To ensure preparedness to respond to emergencies, the county established an Emergency and Disaster Management Unit.

The National Police Service’s National Disaster Management Unit (NDMU) has trained officers in the unit, while the US State of Minnesota’s Fire marshals have trained the unit on firefighting, disaster handling, prevention and response coordination.

In addition,the county has acquired a 10,000 litre firefighting engine and a support truck, assorted firefighting gear and renovated six water hydrant points located at the KTRH, Ram hospital, Nyanchwa, Getembe, Daraja mbili and Kisii Central police station.

The County Government of Kisii partnered with World Bank in the construction of a state-of-the-art fire station which has capacity to serve the entire Western Kenya region. The fire station will house the Disaster Management Directorate and provide an enabling environment for their routine activities. The facility will in future be accredited as a training school for capacity building on emergency response and preparedness in the region.

Enforcement Services

The Department of Enforcement and Compliance is mandated to undertake the following functions:

1. Enforce County financial bill and other county laws so as to enhance Revenue collection.

2. Security of county buildings and facilities.

3. Enforcing county Acts (e.g. Public Health Act, Physical Planning Act, Environmental Act).

4. Traffic control in town and during market days.

5. Nuisance and menace control.

6. Ensure law and order is maintained in collaboration with the national
