Overview of the Department

The Constitution of Kenya, 2010, clearly outlines the functions of the county Government under the Fourth Schedule, part 2. One of the key functions of the County government outlined is Pre-Primary, Village Polytechnics, Home craft centers and Childcare facilities.

The core function of this department focuses on the young and youthful citizens of this county. This specifically includes their welfare which comprises of their education, employment, personal health and self-reliance. Kisii County, through this department sector has put in place elaborate strategies whose intentions are to educate, train and empower the youth who play a critical role in the development of the county.

With the promulgation of new constitution, two levels of governments were created which are interdependent on one another. The two governments work for the same goal of improving the lives of their citizens. The devolved powers bring the services and governance closer to the people.

In this regard one of the objectives of devolution is to give powers of self-governance to the people, enhance the participation of the people in making decisions affecting them and manage their own affairs to further their development.

Early Childhood Development (ECD):

  • Ensuring comprehensive child growth and development, addressing cognitive, physical, social, moral, and spiritual aspects.

Youth Polytechnic Sector:

  • Equipping youth with positive attitudes and essential skills to create personal and national wealth.
  • Acknowledging the importance of literate, numerate, and skilled youths as vital assets for development.
  • Supporting industrialization by providing technically skilled personnel at both middle and upper levels.

Directorates

The department is organized into the following directorates, along with their respective services.

Directorate of Early Childhood Development Education

The general objectives of ECD programme are to:

  1. Provide education geared towards development of the child’s mental capabilities and physical growth
  2. Enable the child enjoy living and learning through play
  3. Develop the child’s self-awareness, self-esteem and self confidence
  4. Enable the child to develop understanding and appreciation of his/her culture and environment
  5. Foster the child’s exploration skills, creativity, self-expression and discovery
  6. Identify children with special needs and align them with existing services
  7. Enable the child build good habits and acquire acceptable values and behaviours for effective living as an individual and a member of a group
  8. Foster the spiritual and moral growth of the child
  9. Improve the status of the child’s health, care and nutritional needs and link him/her to health services such as immunisation, health check-ups and growth monitoring
  10. Enrich the child’s experiences to enable him/her to cope better with primary school life
  11. Develop the child’s aesthetic and artistic skills
