Overview of the Department

The department is comprised of four directorates, which are:
  • Physical Planning
  • Survey and Mapping
  • Land Administration and Urban Development.

  • It also has a Municipal Board that manages Kisii Municipality on behalf of the County Government.

The core mandate is to formulate and implement land policy, undertake physical planning, register land transactions, undertake land surveys and mapping, land adjudication and settlement and valuation and administration of state and trust land.

Directorates

The department is organized into the following directorates, along with their respective services.

Lands

Functions

The core functions of the department are:-

  • Alienation of  public land in liaison with National Land Commission
  • Development control
  • Preparation and issuance of titles and registration of land transactions and other legal documents
  • Generation and collection of revenue .
  • Custody and maintenance of land records
  • Provision of advisory and technical services on land matters
  • Preservation of public utility land and fragile ecosystems
  • Resolution of boundary and land disputes

Survey and Mapping

Functions

  • Surveying for production of small scale topographic maps.
  • Approving all mutation  surveys
  • Resolving boundary disputes 
  • Implementation of court orders
  • Maintenance and storage of  survey records.
  • Provision of grid control for cadastral survey
  • Survey of new grant surveys and reestablishment of survey beacons

Physical Planning

Functions

  • Interpretation and Implementation of the Physical Planning Act (Cap 286), and any other law(s) that may be enacted to guide the physical planning functions.
  • Provision of advice to the national and county government on spatial planning matters.
  • Preparation and approval of local spatial developments which include
  • Integrated cities/urban development plans
  • Towns/local centers development plans
  • Special areas plans
  • Subject/ thematic plans
  • Vetting and verification of building plans, regulation of the use of land, execution of development control and preservation orders.
  • Provision of advise on matters concerning land alienation to the National Land Commission and County governments and appropriate use of land such as change of user, extension of user, extension of lease, subdivision of land, amalgamation of land, and processing of environmental impact assessment
  • Management and maintenance of physical planning records and data bank,
  • Resolving conflicts arising from physical planning processes
  • Initiating and undertaking research on urbanization strategies and policies
  • Collaborating with local, regional, international stakeholders and National Land Commission and County Governments on matters related to physical planning.
  • Monitoring , reporting and tracking

Housing

Functions of the Department at the County

  • Management of Strategic national government houses
  • Acquisition of titles for strategic national government houses
  • Technical advisory to County/National government agencies
  • Implementation of social and physical infrastructure policies and strategies for slum upgrading
  • County Housing Survey
  • Office accommodation for both national and county government functions
  • Facilitating access to housing through various strategies and programs
  • Audit for assets (housing) of the national government
  • Planning and development of housing infrastructure projects
  • Capacity building for communities on Approach Building Materials and Technology
  • Identification , implementation and management  of projects in slums and informal settlements to improve living standards
  • Conducting research on housing and human settlement
  • Preparation of county budgets and profiles as per the transition to devolved government act 2011

Evaluation Services

Valuation Services

  • Determination of land values for allocation and acquisition within the County boundaries;
  • Responsible for advising stakeholders and clients on all technical matters related to the land valuation and rating,
  • Responsible for allocations and acquisitions of County property and fixed asset management information within the County;
  • Advise on preparation and management of the Kisii County valuation rating Act and the rates register and advice on area rating and all matters related to rate-able property;
  • Establish asset register for county assets including tagging of county assets
  • Developing automated and updated valuation database throughout the County
  • Conducting research on market trends to inform land valuation policy formulation and review
  • Keeping an asset register of values of all properties owned by the county government
  • Monitoring and evaluation of valuation activities
  • Preparation of valuation rolls and reports-Increase County own source revenue
  • Valuation for rental assessment for Ground rent and housing
  • Attending court and tribunals on matters relating to land valuation

The directorate is headed by the director administration Mr. Joel Nyamweya Ombati

Administration

The Directorate of Administration is a service Department that Coordinates the Administrative functions of all other directorate by;

 

  • Making sure the staff establishment in terms of support staff is adequate in every directorate.
  • Provision of stationery and ICT equipment in the entire directorate.
  • Provision of office space and office furniture and equipment.
  • Coordinate cross cutting issues affecting all the directorates.
  • Managing administrative budget.
  • Assist the Chief Officer in the day today running of the department.
  • Doing a Human Resource needs assessments with view of further training and capacity building.

 

The Department coordinates the general functioning of core units within the Department namely;

 

  • Accounting unit
  • Human resource unit
  • ICT unit
  • Economist unit

Urban Development

The directorate is headed by the director administration Mr. Kenan Mogaka Miruka
