Staff audit report released

The Kisii County Government staff audit report reveals that out of a total of 5, 600 workforce , 1314 are ghost workers since they failed to turn up during the headcount.

Other glaring anomalies exposed in the report that was made public today at the Gusii stadium indicate that out of 147 employees living with disabilities, 100 of them presented invalid PWD certificates.

The staff audit conducted by the Institute of Human Resource Management (IHRM), a reputable government organization says that 270 employees do not have Personal Numbers and were not paid through the Integrated Personnel and Payroll Database (IPPD) systems.

Executive Director IHRM Quresha Abdullahi disclosed that the County Government lost a total of Ksh. 48.7 million between June and October 2022, to individuals through allowances against a circular issued by the ministry of Public Service in September the same year which directed how such allowances should be paid.

“Between 2013 to 2021, 46 employees left the county government, 45 of which through retirement and one through death but they still appear on the payroll for October 2022,” said the report read by the Executive Director.

It shows 403 employees will be proceeding for retirement in less than four years thus the need to put a clear succession plan in place to cover the gap.

According to the report, the health department is the most affected with 122 employees expected to retire in the next four years followed by education and agriculture with 66 and 63 employees respectively.

It also revealed that out of the 44 directors working in various departments within the county 16 of them have questionable administrative issues.

Agriculture and health Departments, according to the report, have a serious deficit in the number of specialists hence need to deploy more to fill the gaps.

It also came out that the county sponsors employees for further studies who thereafter seek for employment elsewhere and desert the county.

Governor Simba reiterated that the headcount was not a witch hunt, but a deliberate move by his administration, to get versed with the staff status and address such anomalies which otherwise lead to wastage of public resources.

“I must appreciate that the IHRM has diligently worked with speed and hope that their recommendations will help us address the issues raised, with regard to staff and staffing,” said the Governor.

The exercise was necessary, to help the county government understand the status of county staffing, alongside the high wage bill for better planning and efficient service delivery.

Deputy Governor Dr. Robert Monda called for cooperation amongst all stakeholders involved so as to achieve proposed recommendations.

The County Assembly leadership led by the house speaker Hon. Dr. Philip Nyanumba vowed to help the executive to implement the report in order to streamline government operations.
